President Dwight D Eisenhower seen here making his speech on his arrival at Orly Airport. The President was in Paris for talks with the Soviet Leadership about the growing numbers of nuclear weapons. Two weeks prior to the summit the Soviet government had revealed that they had shot down a U2 Spy plane to the embarrassment of the United States and prompted a marked deterioration in its relations with the Soviet Union. 15th May 1960
